In addition to the markings on the original plan sheet we will be adding:

· Two left turn arrows and “Only” markings to the left turn lane off of US 76.

· Left and Right turn arrows on Johnson Marina Rd.

· White Skip markings to delineate the beginning of the left turn lane off of US 76.

· White Skip markings at the end of the small turn lane on Johnson marina to help delineate this turn lane better.

Any of the indicated markings that are not already in place will be added. The arrow’s along with the final pavement markings are currently scheduled to go down this coming Monday and Tuesday nights. We have a small bit of corrective work to correct the tapered median for the left turning movement off of Johnson Marina onto Hwy 76.

UPDATE: Johnson Marina Road project

After more than a year and a half (scroll thru articles after clicking) of seeing the “orange trashcans”, residents around Johnson Marina Road will soon see the project completed.

Next week, I’ll be speaking with the Lowman Home to see the status of their request to have Lowman Home Barn Road and Reformation Road “abandoned” by SCDOT so that they can close those streets for the safety and plans they have for their campus. As you can see below, if that does happen, I have worked with SCDOT to ensure we have a traffic signal so that we can “get out” from the area. Like many of you, I “cut through” Lowman Home multiple times every day going to schools or the Chapin area. Having a traffic light will be a huge help to turn left (and, frankly, turn right) if we no longer have access through Lowman Home’s campus.

Representative Ballentine – After the sewer-line was completed we set a new projected completion date of September 30th. That being said, the contractor has elected to use a jack and bore method for installing the required crossline under US 76. This will both expedite the project and minimize our impact on traffic. Right now the contractor is forecasting to be complete by the second week of September, ~ September 13th.

The September dates do not include the installation of a traffic signal because a signal is not warranted with the current traffic volumes and is not included in the construction contract. We projected the traffic volumes turning left from Johnson Marina Road onto US 76 after closing the roads through Lowman Homes, if that happens. The traffic volume is projected to be high enough to warrant a signal. SCDOT is prepared to install a signal quickly if the decision is made by Lowman Homes to move ahead with the closure and upon indication that the court will approve. If a signal is warranted after completion of the intersection project without closing of roads through Lowman Homes, SCDOT will move quickly to install.

Great news for Johnson Marina Road area!

In addition to the big news this week that Richland County Council rejected a proposed 200+ new home development off Johnson Marina Road, I’ve got more good news to share

As you know, Johnson Marina Road has been scheduled for improvements and we should start to see those continue in earnest in the next several weeks. During many conversations and meetings with the SCDOT officials, I have asked for 2 additional improvements we need that were not a part of the original plan: a left turn lane from Johnson Marina onto Dutch Fork Road and a traffic signal at this busy intersection.

Tonight, I can share that both of those improvements have been approved and we will see a benefit that will be much needed.

Why the traffic signal you ask?

Earlier this year, officials and residents of the Lowman Home asked me to meet with them to discuss master plans they have been wanting to implement to provide a safer community for their residents by restricting access to their property to those individuals that work or live at the Heritage of Lowman and The Lowman Home.

As locals know, the property owned by the Heritage of Lowman has been dissected for years by what almost everyone in town uses as a “shortcut” (to Chapin Middle, Spring Hill, CATE Center) and a way to avoid having to wait to turn left at Johnson Marina/Dutch Fork Intersection (which is impossible).

By law, the Heritage at Lowman has the right to pursue “blocking access” of this road since they own property on both sides. Obviously if others did not have access to that road and did not have any traffic signal to assist with the left-turn need at Johnson Marina/Dutch Fork Road, this would be a nightmare for the area. I was straight forward and let those officials know that I could not support their plan unless I was able to get DOT to provide this area the much needed signal.

Fortunately, things have worked out. While the Heritage at Lowman obviously has some required steps to take in order to “close the shortcut”; the approval of a traffic signal on Dutch Fork Road will help our community not be negatively impacted by the “closing of the road”.

Much more to come on this; but it’s good to see continued improvements coming to our area !

Safety improvements for Johnson Marina Road

Wanted to ease some concerns from many who noticed today that “trees were cut down” on Johnson Marina Road up at the intersection of 76.

No, that is not anything to do with the proposed development trying to come our way. It’s SCDOT begining work to improve that intersection. Basically Johnson Marina is moving over to where the trees have been cut. I’ll explain below…

If you can see the map below (sorry, photo doesn’t enlarge), they are making the intersection more into a “T” so that it is more of a 90 degree turn off 76 instead of the “angle” it is now. Studies show a “T” is safer and keeps people from just thinking “they can veer left and beat oncoming traffic”. The improvement will also help with the “passing lane” that is currently on 76. When improvements are finished the “main lane” on 76 will be straight and there will be a TURN LANE left from 76 onto Johnson Marina Road. This means that those going straight on 76 won’t be the ones “going around” the cars turning left. Instead, those cars will be in a left TURN LANE.

One thing that currently is NOT int he proposal (and is something I mentioned to DOT this morning) is there is no TURN LANE proposed from Johnson Marina Road onto 76 (towards Chapin). Granted, anyone who is local and would want to “go left” usually just goes through Reformation and Lowman Home and uses the light up at Kwik Way. But, I figure, if DOT is looking to help, we need a lane put in the proposal. IN ADDITION, I have asked for them to commit to a traffic study after the intersection is finished so we can hopefully get a traffic signal there (if warranted by study). Currently, the proposal doesn’t have a traffic signal.

We’ve been fortunate out here with many safety improvements – and we have more on the way !

Please know that this improvement will take MONTHS. There is much more involved than cutting trees and paving the road. Utilities, cable, water lines all have to be moved and those schedules won’t be as quick as we’d like. Just know studies shows the improvements will help reduce accidents and are safer for our community. We all want that! Thanks for your patience during this time. Let me know anything you’d like me to pass along to DOT. Left Lane and Traffic Signal are the main ones I’ve heard so far (and I’ve already shared those with DOT).

Hopefully you’ve noticed improvements all around our community in the past several months! You will continue to see more in the months and years ahead!

When we return to session in January, the General Assembly will continue to address our infrastructure needs as this is vital not only to our way of life; but also the future of our state’s economy (aka jobs, jobs, jobs)

The contract was awarded to C. R. Jackson and work started mid-August. The work on this project is expected to be completed in Spring of 2017. Widening Broad River Road
This is a Richland County Penny Project being administered by ICA Engineering. The general scope of this project is widening of Broad River Road from North Royal Tower Road to beyond I-26. St. Peters Church Road Safety Improvement
Tentative December 2016 Letting. This project involves moving the ditches back, widening the road ~2’ on each side, resurfacing, pavement markings, and guardrail. RCE is Joey McIntyre, can be contacted at 359-4672 regarding this project.

Bypass Lane on US 76 at Hiller Road
SCDOT Maintenance will construct a bypass lane on the railroad side of US 76. Work is expected to be completed by the end of October.

I-26 Widening
FROM EXIT 101 (US 176) HEADING WEST TO BE DETERMINED – RICHLAND, LEXINGTON, AND NEWBERRY COUNTIES.
The project includes widening of I-26 from MM 101 (US 176, Exit 101- Irmo) heading west on I-26 with the western termini to be determined. Project includes widening I-26 from 4 to 6 lanes for approximately 16 miles; overpass bridge replacements at S-58 (Koon Road), S-80 (Shady Grove Road), S-234 (Mt. Vernon Church Road), S-405 (Old Hilton Road), and S-49 (Peak Street); and jacking/rehabilitating overpass bridges at S-39 (Peak Road) and S-167 (Parr Road). Project is scheduled for 2018.

Other notable projects in the Chapin area include:
• Lexington Avenue Enhancement (Landscaping) Project for the Town of Chapin.
• Columbia Avenue Corridor Improvement Project – this proposed project is being administered by Lexington County. A consultant has proposed several alternatives for replacing the bridge over I-26, widening Columbia Avenue, and constructing new connector roads. These alternatives have been narrowed to a preferred plan that is being further developed and will be presented for public review sometime during the Fall or Winter of 2016.

SC-6 @ Salem Church Road Intersection Improvement
Project is now complete.

Project is now complete.

S-40-620: Captain Lowman Road
This road is under contract for single treatment – Contract ID 5190090. C. R. Jackson is the prime contractor. No work has been performed on this road to date. We anticipate that C. R. Jackson will begin full depth patching in May 2016 and follow up with surface treatment shortly after patching is complete. The project has a completion date of September 30, 2016.

Amicks Ferry Safety Improvement
This project was awarded to Lane Construction in September 2015. This project involves select clearing, widening the pavement ~1’ on each side, resurfacing, pavement markings, and guardrail. Clearing work is expected to begin mid to late April. The project is expected to be completed by Fall 2016.

St. Peters Church Road Safety Improvement

Roads, Bridges, Intersections, Lights

While the General Assembly was unable to pass a “Roads Plan” (note: I voted for the plan that the House passed; but it didn’t make it out of the Senate), there is still alot of improvments happening around House District 71.

Below is an update from the SCDOT on the improvements going on in our community!

SC-6 @ Salem Church Road Intersection Improvement
The work on SC-6 is on-going, but utility conflicts have halted the pipe work. C.R. Jackson is actively working on other items until the utilities are relocated. C.R. Jackson plans to fine grade and pour curb and gutter this week and hopefully start back laying pipe August 24. City of Columbia plans to have a crew onsite this week to lower a 3” water main that is in conflict and SCE&G currently has a subcontractor onsite relocating a gas line. They plan to tap the line Thursday, August 20, and be out of the area by the Friday. There is also a meeting scheduled with AT&T to confirm the specific location of their lines for the installation of the remaining 2 signal pole foundations.

The expected completion date for this project is September 30, 2015. This should be attainable if no more utility conflicts are encountered and the current issues are resolved in a timely fashion.

S-40-216: Lowman Home Barn Road
The scope of this reclamation project was to grind up the existing roadway surface and base materials at least 8” in depth, add in cement, and remix while adding water. The result of this process produces a cement modified base course which is then overlaid with asphalt. This reconstruction method is very economical as compared to traditional patching and produces a structurally sound roadway which will last for many years to come.

The reclamation process has been completed and a temporary gravel riding surface has been installed. Milling and installation of traffic signal detection loops will be complete by end of week. The final asphalt surfacing is scheduled to begin at the end of this week or first of next week.

S-40-296 – A.J. Amick Road
Reclamation is also complete on this road, however, the final asphalt surface has not been placed yet. Surface will be placed once Lowman Home Barn is complete.

S-40-620: Captain Lowman Road
This road is under contract for single treatment – Contract ID 5190090. C. R. Jackson is the prime contractor. No work has been performed on this road to date. We anticipate that C. R. Jackson will full depth patch this winter and the single treatment will be placed in 2016 once seasonal restrictions have been lifted. The project has a completion date of September 30, 2016.

Richland County CTC Resurfacing
Shadowood Drive (S-1680), West Shady Grove Road (S-612) and Water Garden Court (S-1708) are part of this contract. Work has not started yet. The completion date is October 31, 2015.

Firetower Road Bridge Replacements
Local SCDOT bridge maintenance crews have completed the first bridge replacement on Firetower Road and are in the midst of replacing the second. We hope to have the project completed and the roadway reopened prior to October 1st.

Richland County Penny Project – Kennerly Road at Coogler Road
This is a Richland County Penny Project begin administered by ICA Engineering. Per my discussion with Project Manager Jennifer Bragg, the scope of the project is to install a roundabout at this intersection. It is one of six intersections included in a Design Build contract. They hope to award the contract by September with an 18-month window for completion of all intersections. I-26 Rehab
Several bridges along the I-26 corridor (89 MM to 101 MM) are scheduled to be combined in one large project in advance of the I-26 roadway rehabilitation project. These bridges will either be raised to provide for interstate clearance or replaced. The contract is tentatively set to be let late 2016. The roadway contract is expected to follow in 2017.

This is an intersection improvement project that will provide turn lanes on both US-76 and Johnson Marina Road. The initial project scoping meeting was held two weeks ago and currently the project is scheduled to be let Summer 2016.

UPDATE: Richard Franklin Road improvements

Those living in the area have seen the signs, trucks, pylons, and markings that signal the beginning of much awaited repairs to the area. Earlier this year I shared what was in the works and last month shared the latest .

I want to thank you for your patience and especially the SC DOT for bringing this project to fruition.

Below is detailed information so you’ll know what’s going on and so you’ll be patient as the work will cause some inconveniences in the coming weeks.

The roadway that is being reclaimed is State Road S-40-1333. The road names associated with this work and limits are as follows:

• Lowman Home Barn Road
o From the intersection of Lowman Home Road (S-40-216) (3 way intersection) to Johnson Marina Road (S-40-618)
o ~0.3 miles
o Reclamation, widen shoulder 2 ft each side, resurface

• Richard Franklin Road
o From Johnson Marina (S-40-618) to Wonder Dr / Old Road (S-40-1333 Loop)
o ~0.95 miles
o Reclamation, widen shoulder 2 ft each side, resurface

• Wonder Drive / Old Road

o ~1.06 miles

The total roadway work is ~2.31 miles in length. The approximate costs for this work was estimated to be in excess of $533,000 but may be less due to the actual amount of cement used in the reclamation process based on the design.

Another zoning request coming

As most know, when it comes to development and zoning, Richland and Lexington County Council decide those matters. Not me at the State House. Our area is represented in council district 1, represented by Bill Malinowski.

That being said, I was informed by many of you about a proposal on Johnson Marina Road that would greatly impact our area (to include the already overcrowded Lake Murray Elementary School). I contacted our local Richland County Councilman last week, Bill Malinowski, and informed him of the meeting that was to be held last Friday at Lake Murray Elementary School. He is aware of my concerns; however, he needs to know your concerns as well.

Looks like the October 2nd Planning Commission meeting will NOT have this proposal on their agenda. Instead, I’ve been told it will appear on the November agenda.

It’s my understanding the developer plans to attend the October 2nd meeting of the Ballentine Dutch Fork Civic Association (6:30pm at Ballentine Park). I would obviously encourage you to attend if your schedule permits; but know I will be there as well as I try to visit with the association at their meetings as much as possible.

Please email me directly at nathanballentine@schouse.gov any feedback/concerns you have about the proposal so that I can share those with our councilman. Obviously you can email him directly; but I’m happy to print every email and deliver to him so that I will also know of your concerns in this local matter (and be sure he does as well)

It’s that time again where I bring all our local elected officials together for an opportunity for you to meet and mingle in a casual setting! No stuffy suits or ties. Shorts and flip-flops are perfect!

For more than a decade, I’ve had a regular COMMUNITY COOKOUT and get great feedback from the community! Many attendees are “first time guests” who have moved to the area or never been involved in politics before.

We ran out of food the first time back in 2004 (I didn’t expect such a large turnout); but ever since there’s always been food, drink, music and good times for everyone! Last year we had to limit it to the first 300 RSVPs – so don’t wait too long to let us know you and your family will be there!

As usual, we’ll get together at The Rusty Anchor and Catfish Johnny’s out here off Johnson Marina Road. Jim LeBlanc has already confirmed he’ll entertain us again.
